The 2nd Edition of the Egypt - International Cooperation Forum and the Meeting of African Ministers of Finance, Economy, and Environment:

The forum will include training workshops to exchange knowledge and experiences, and to stimulate triangular cooperation and South-South cooperation.


 There will be two roundtables in the presence of the private sector and development partners on the Egypt's country platform for NWFE -  نُــــــوَفِّــــــــــــــــــــــي Program, covering the water, food and energy sectors.


Moreover, there will be in-depth discussions on ways to mobilize climate finance and to ensure a just green transition, in line with Africa’s national agenda, and ahead of COP27 in Sharm El-Sheikh.

 

Under the patronage of H.E. President Abdel Fattah El-Sisi, President of the Arab Republic of Egypt, and 60 days ahead of the COP27, the second edition of the Egypt - International Cooperation Forum (Egypt - ICF) and the Meeting of African Ministers of Finance, Economy, and Environment, will feature over 20 sessions includes panels, workshops and roundtables, in cooperation with development partners and international institutions. This is within the framework of strengthening discussions and creating constructive partnerships aimed at advancing the green transformation in Africa, stimulating climate action, and mobilizing efforts of the international community towards climate financing; also stimulating triangular cooperation and south-south cooperation.

 

The forum will include 6 panels on going “From Pledges to Implementation: Translating Financial Commitments to Opportunities in Africa”, “African Countries Ownership in Determining the Climate Agenda”, “ Reducing the Cost of Green/ Sustainable Borrowing”, “Official Debt for Sustainable Investment”, “On the Road to COP27: Pre-Finance Day”, and  “Investing in Sustainable Infrastructure for a Just Transition”.


Moreover, the Egypt - ICF will feature 7 workshops including, sessions on Innovation for climate action, food security and agriculture, sustainable budgeting, a green economy -ready labor market, AfCFTA, private sector engagement in adaptation projects, women’s empowerment, and sovereign ratings.


There will also be three roundtable sessions, two of which will review the Egypt's country platform for NWFE -  نُــــــوَفِّــــــــــــــــــــــي , a nexus of water, food and energy sectors, to enhance development finance and investment opportunities in these vital sectors. This program was launched by the Ministry of International Cooperation, in coordination with the Ministry of Environment in July, in light of the 2050 National Climate Change Strategy. Moreover, the other roundtable will be discussing the Ministry’s efforts on stimulating innovative and blended financing in light of preparations ahead of COP27.


For the first time, during the forum’s second edition, there will be three training workshops to exchange knowledge and experiences, and to stimulate triangular cooperation and South-South cooperation.


This includes a 2-day workshop in partnership with the Climate Investment Funds (CIF) on “Enhancing Private Sector Engagement in Adaptation: South-South Learning”, with the aim of bringing together diverse stakeholders from African countries (representatives of the governments of Uganda, Zambia, Niger and Madagascar), to facilitate South-South learning on accelerating private sector engagement in climate adaptation and resilience action, with a particular focus on agriculture, water, and energy.  


Additionally, another 1-day workshop on “Knowledge Building Session on Blended Finance in Partnership with Convergence”. This knowledge building session aim to provide senior staff members at African Ministries of Finance, Economy & Environment with the necessary knowledge on the strategic use of blended finance to mobilize private investment in SDG and climate projects in their countries. This is followed by a 2 day capacity development workshop in partnership with United Nations Department of Economic and Social Affairs  (UNDESA), on “Mainstreaming Climate Adaptation into Development Cooperation Policies and Practices”.


The second edition of the Egypt - International Cooperation Forum (Egypt - ICF)  and the Meeting of African Ministers of Finance, Economy, and Environment,  will be held from September 7 to 9. The forum is organized by the Ministry of International Cooperation, in partnership with the Ministry of Foreign Affairs, the Ministry of Finance, and the Ministry of Environment, with the United Nations Economic Commission for Africa as the co-convener. 


The objectives of the Egypt -ICF are in line with the main COP27 objectives, which include going from pledges to implementation on a global level. In this regard, the forum puts forth 3 main themes: the mobilization of finance and access to finance, financing mitigation and adaptation projects, and national actions. 


The Egypt - ICF 2nd edition is done in partnership with the African Export–Import Bank, African Development Bank, the World Bank Group, the Climate Investment Funds, the Arab Bank for Economic Development in Africa, International Islamic Trade Finance Corporation, the International Finance Corporation, European Investment Bank, Banque Misr, and  the National Bank of Egypt.


It is worth noting that the 1st edition of the Egypt - ICF was held last year and witnessed the participation of 1500 representatives of governments in Africa, Europe and Latin America, multilateral and bilateral development partners, the private sector, and civil society. The 1st edition’s forum’s concluding recommendations include multilateral cooperation, strengthening South-South and Triangular cooperation, mechanisms for advancing the sustainable development agenda, stimulating private sector, and the transition towards climate action.
