Timeline… How Has the Egypt–EU Partnership Evolved Since March 2024?

• Minister of Planning, Economic Development and International Cooperation: Egypt and the European Union are witnessing a historic convergence under the leadership of H.E. President Abdel Fattah El-Sisi.

The first Egypt–European Union Summit of its kind is being held in the Belgian capital, Brussels, where H.E. President Abdel Fattah El-Sisi, President of the Republic, heading the Arab Republic of Egypt's delegation participating in the summit.

In this context, the Ministry of Planning, Economic Development and International Cooperation publishes a report outlining the chronology of the development of Egypt–EU relations since the joint summit convened in Cairo in March 2024.

H.E. Dr. Rania Al-Mashat, Minister of Planning, Economic Development and International Cooperation, affirmed that the convening of the first Egyptian-European summit of its kind represents a practical embodiment of the continued and historic development of the partnership between Egypt and the European Union under the leadership of H.E. President Abdel Fattah El-Sisi, explaining that in March 2024, the Egypt–EU partnership was elevated to a strategic partnership, which was a turning point in relations.

H.E. added that during the Cairo Summit in March 2024, a €7.4 billion financial package was signed by the European Union for Egypt, including €1.8 billion in investment guarantees that were activated during the Development Finance for the Private Sector Conference last June 2025, along with €5 billion in concessional financing to support the state budget and macroeconomic stability under the Macro-Financial Assistance (MFA) mechanism, of which €1 billion has already been disbursed earlier this year, alongside €600 million in development grants across various sectors.

H.E.  pointed out that the Ministry of Planning, Economic Development and International Cooperation is working in integration and coordination with various national entities to implement the economic aspect of this partnership through the follow-up of structural reforms within the Macro-Financial Assistance and Budget Support Mechanism, as well as activating investment guarantees to mobilize further domestic and foreign investments in the Egyptian market.

The Minister continued that the current summit constitutes a qualitative step confirms the integration, joint coordination, and strategic partnership between Egypt and the European Union to achieve development and increased investments, and reflects the growing relations between Cairo and Brussels in the fields of investment, development, and renewable energy, and other areas.

H.E further noted that the Egypt–EU Summit represents a qualitative shift in the relations between Cairo and Brussels, a practical embodiment of the strategic partnership, as it consolidates the economic partnership towards more investment and regional integration.

March 2024

On March 17, 2024, the Egypt–EU Summit was held in Cairo, chaired by H.E. President Abdel Fattah El-Sisi and H.E. Ursula von der Leyen, with the participation of the Prime Ministers of Belgium, Greece, Cyprus, and Italy. The summit witnessed the elevation of relations between the two sides to a strategic partnership and the announcement of a €7.4 billion financial package.

This strategic partnership focuses on six main pillars: strengthening political relations, supporting economic stability, enhancing investment and trade, developing migration and mobility frameworks, supporting regional security, and advancing human development through education and capacity building.

April 2024

The Ministry of Planning, Economic Development and International Cooperation began holding intensive meetings with national entities and the European Commission to initiate the activation of the economic component of the Egypt–EU Strategic Partnership, particularly in terms of structural reforms under the Macro-Financial Assistance and Budget Support Mechanism, as well as investment guarantees.

May 2024

The Egyptian government received a high-level mission from various departments of the European Commission, and meetings were held with 13 national entities to discuss policies, procedures, and the matrix of structural reforms within the framework of the economic component.

June 2024

The Egypt–EU Investment Conference was held with the participation of H.E. President Abdel Fattah El-Sisi and Ms. Ursula von der Leyen, where the conference witnessed the signing of a Memorandum of Understanding for the first phase of the Macro-Financial Assistance (MFA) mechanism, valued at €1 billion. The conference also witnessed the signing of private sector investment agreements and development financing for several sectors with European financial institutions.

September 2024

Follow-up continued with national entities and the European Commission on the implementation of the agreed reform agenda to enhance macroeconomic stability in light of the first phase of the Macro-Financial Assistance and Budget Support Mechanism.

December 2024

The Minister of Planning, Economic Development and International Cooperation announced that the European Commission had approved the disbursement of the first phase of the Macro-Financial Assistance and Budget Support Mechanism, valued at €1 billion.

January 2025

Egypt received €1 billion in financing under the first phase of the MFA mechanism, reinforcing national efforts to strengthen macroeconomic stability.

June 2025

Egypt and the European Union announced the activation of the €1.8 billion Investment Guarantee Mechanism during the “Development Finance to Foster Private Sector-Led Growth & Jobs” Conference, organized by the Ministry of Planning, Economic Development and International Cooperation. The Ministry has begun to strengthen communication with various European and international financial institutions in order to maximize the benefit from these guarantees and increase domestic and foreign investments.

September 2025

The Ministry of Planning, Economic Development and International Cooperation continued consultations with the European Union regarding the cooperation framework for 2025–2027, in order to agree on national priorities for allocating development grants within the strategic partnership worth €600 million.

October 2025

Crowning the continuous growth and development in relations, the first Egypt–EU Summit of its kind is convened in Brussels, witnessing intensive discussions on various areas, including the economic aspect and European investment opportunities in Egypt.
