The annual report of the Ministry of International Cooperation for 2023, entitled “International Partnerships for Sustainable Development: Platforms for Policy and Practice,” revealed that the total development financing for the various sectors of the country amounted to $28.5 billion from multilateral and bilateral development partners, including $1.79 billion, The social housing, drinking water and sanitation sectors constitute 6.2% of the government’s total development funding in the past four years.
Housing, drinking water and sanitation
During the year 2020, development financing agreements worth $1.2 billion were concluded, including development financing worth $244 million from the Arab Fund for Economic and Social Development to complete the Bahr al-Baqar water system construction project, and $500 million from the World Bank Group (WBG) in additional financing for the social housing financing project funding from the Kuwait Fund for Development amounting to $18 million to establish two seawater desalination plants in the new city of Rafah and the new city of Bir al-Abd.
The Kuwait Fund for Development also contributed to the project to establish the Bahr Al-Baqar water system with development financing amounting to $183 million, and the European Investment Bank (EIB) provided $134 million for the project to expand and develop the Western Sewage Treatment Plant in Alexandria, and financing from the European Bank for Reconstruction and Development (EBRD) amounting to $208 million for the sewage treatment project. Fayoum Health Centre, in addition to a $6 million grant from Germany for a project to strengthen water and sanitation management.
In 2021, the African Development Bank (AfDB) provided a loan and grants worth $131 million for a project to provide integrated sanitation services in residential communities in the Luxor countryside, and 3 grants from Germany worth $12 million for the Nile Delta Water Management Program project, and a capacity building project through developing infrastructure works. In areas affected by illegal immigration, in addition to a grant from the European Union worth $25 million for the project to expand and develop the Western Sewage Treatment Plant in Alexandria.
In 2022, agreements worth $174 million were signed, including financing from the European Investment Bank worth $88 million for a project to implement 4 lifting stations and expulsion lines and establishing a wastewater treatment plant in Aswan, financing worth $57 million from the French Development Agency, and a grant worth $27 million dollars from the European Union for the same project.
In 2023, the Ministry of International Cooperation signed a development financing agreement with the African Development Bank worth $122 million for the third phase of the Jabal al-Asfar wastewater treatment plant, in addition to a Swiss grant worth $10 million for the drinking water management program in Upper Egypt (second phase). And a grant worth $8 million from the United States of America for the second phase of the Integrated Water Solutions Support Program.
Local development
In the local development sector, agreements worth $90.4 million were signed over a period of 4 years, including a solid waste management financing project at Kitchener Bank, worth $90 million from the European Bank for Reconstruction and Development, in addition to a grant from the Islamic Development Bank worth $4 million in aid. Technical research to enhance smart investments and applications and identify urban development interventions in the city of Dahab.
It is worth noting that during the current year, the ministerial management committee concerned with implementing the Kitchener Bank rehabilitation and development project, formed in accordance with Prime Minister Resolution No. 1687 of 2020, was held at the headquarters of the Ministry of International Cooperation in the New Administrative Capital, to follow up on the executive position of the Kitchener Bank rehabilitation and development project at the level of its various components to enhance the development impact of the project and accelerate the pace of its implementation, leaders and representatives of the relevant ministries and the head of the Holding Company for Potable Water and Wastewater participated in the meeting.
