EGYPT’S COUNTRY PLATFORM FOR NWFE نُوَفِّــي PROGRAM

Egypt’s Country Platform, launched in July 2022, for the Nexus of Water, Food and Energy (NWFE) Program- نُوَفِّــي aims to accelerate the national climate agenda. The Platform provides opportunities for mobilizing climate finance and private investments to support Egypt’s green transition, reflecting the interlinkages and complementarity between climate action and development efforts. This is realized through the design, structuring and preparation of concrete and implementable climate action projects, moving the National Climate Change Strategy 2050 from pledges to implementation. The NWFE نُوَفِّــي Program sets a practical and replicable demonstration of the concept of Country Platforms anchored in 2018 by the G20 Eminent Persons Group on Global Financial Governance, which proclaims that country ownership of development objectives guides coordinated efforts of all stakeholders to yield and scale-up more successful, impactful and sustainable results.

The NWFE  نُوَفِّــي Program, which is the Arabic translation of the phrase “Fulfilling Pledges” was developed on the back of the announcement of 2050 Country Climate Strategy, and the Nationally Determined Contributions (NDCs). The 2050 Strategy sets forth five objectives to guide climate action, namely: achieving low-emission sustainable economic growth, strengthening the country’s adaptive capacity and resilience to climate change, enhancing climate change action governance, improving climate financing infrastructure and supporting scientific research and technology. These were echoed in the NWFE نُوَفِّــي Program as the identified projects directly cater to the imminent needs of adaptation and mitigation that can push forward the country’s sustainable development trajectory for COP 27 and beyond.

On the third day of the Egypt-International Cooperation Forum (Egypt-ICF) in its second edition, a roundtable discussion was organized on the Egypt Country Platform for Nexus on Water, Food and Energy (NWFE), focusing on the water and food pillars. In her opening speech, Minister of International Cooperation, H.E. Dr Rania A. Al-Mashat, stated that the Egypt Country Platform for NWFE catalyses partnerships through the Energy-Food-Water Nexus, and adopting interdisciplinary solutions that can have cross-sectoral benefits.

Al-Mashat clarified that the African Development Bank is Egypt’s partner for the water pillar, the European Bank for Reconstruction and Development (EBRD) is the partner for the energy pillar, while the International Fund for Agricultural Development (IFAD) is the partner for food security pillar.

“The key message of NWFE is availing the support needed for African countries to pursue their own development agenda regarding adaptation and mitigation projects, while fostering linkages between all of the Sustainable Development Goals (SDGs). It also adopts a multistakeholder approach through deploying innovative forms of finance such as concessional loans, blended finance, and debt swaps programs,” - Minister of International Cooperation, H.E. Dr Rania A. Al-Mashat
