As part of the Egyptian government's efforts to achieve sustainable development and enhance evidence- and data-based decision-making, the Ministry of Planning, Economic Development, and International Cooperation has launched the “Sustainable Development Goals Data Platform for Governorates,” an interactive digital platform to display and analyze SDG indicators at the governorate level. The platform provides a comprehensive and general overview of the status of sustainable development in all Egyptian governorates at the UN goal level, as well as a complete picture of the SDG status in terms of performance indicators for each governorate.
The platform provides a comprehensive and integrated overview of sustainable development status across all governorates of the Republic, enabling performance to be reviewed accordance with the UN Sustainable Development Goals, in addition to a detailed assessment of performance indicators at the level of each governorate. The platform updates its data periodically to ensure all stakeholders are provided with accurate and up-to-date information that supports informed, evidence-based decision-making, and contributes to directing development efforts according to local needs, thereby promoting inclusive and sustainable development at the national level.
This platform is an extension of the SDG localization reports published by the ministry in two versions: the first in 2021 in collaboration with the United Nations Population Fund (UNFPA), and the second in early 2025 in cooperation with the United Nations Development Program (UNDP). The platform has been developed based on official data from all national entites, primarily the Central Agency for Public Mobilization and Statistics (CAPMAS), to assess sustainable development in a scientific and systematic manner.
In this context, H.E. Dr. Rania Al-Mashat, Minister of Planning, Economic Development, and International Cooperation, affirmed that the launch of the “Sustainable Development Goals Data Platform for Governorates” is an extension of the state’s efforts to enhance transparency and evidence-based planning, and it enables us to track of actual progress in each governorate and clearly identifying development challenges, which contributes to achieving fair and balanced development aligned with Egypt’s Vision 2030 goals.
The Minister of Planning, Economic Development, and International Cooperation added that governorates are the cornerstone of sustainable development. Through this platform, public investments can be directed more efficiently, and the needs of each governorate can be addressed based on accurate and updated data, noting that the platform integrates with the ministry’s efforts to govern and follow up on the implementation of public investments, as well as development financing at the governorate level.
Furthermore, Dr. Al-Mashat explained that the platform is based on approved international methodologies, including the Organization for Economic Co-operation and Development (OECD) framework, to ensure an objective assessment of governorate performance. The platform also is a key tool to support good governance and enhance the effectiveness of development spending.
The “Sustainable Development Goals Data Platform for Governorates” works to measure progress in achieving the SDGs at the governorate level and support effective decision-making. It provides updated data that helps decision-makers formulate the most effective policies and promotes performance by highlighting local achievements and challenges, to push governorates toward achieving the SDGs.
The platform uses a methodology based on three main metrics to monitor the performance of each governorate toward its 2030 targets, as follows: Gap to the 2030 Target: It measures the gap between the current situation and the governorate’s 2030 target, in collaboration with the Egyptian Center for Public Opinion Research (Baseera). Required Annual Change: It reflects the percentage of annual change in the value of an indicator—whether increase or decrease—required to achieve the governorate’s target by 2030. In addition to Relative Governorates Ranking : This determines each governorate’s ranking among the 27 governorates in achieving the targeted indicators.
