H.E. Dr. Rania Al-Mashat, Minister of Planning, Economic Development and International Cooperation and Chair of the Ministerial Group for Entrepreneurship, announced that “Egypt’s Startup Charter” has adopted the first unified regulatory guide for startups in Egypt, along with an observatory to monitor the implementation of entrepreneurship policies.
In her speech during the launch event of “Egypt’s Startup Charter”, H.E. Dr. Al-Mashat added that the Ministerial Group for Entrepreneurship has prepared a comprehensive guidance manual, in partnership with Intilaaq company and UN Women, which includes all government services, permits, and licenses required by startups. The guide details the required documents, applicable fees, and issuance procedures. It will be formally adopted by the relevant authorities, with a dedicated channel provided to receive feedback and complaints and to address any challenges that may arise during implementation. In addition, the guide will be linked to monitoring, evaluation, and tracking systems to ensure continuous improvement of processes and their development based on data and feedback.
H.E. Dr. Al-Mashat pointed out that the guide aims to simplify startups’ understanding of legal and regulatory requirements, enhance their ability to enter the market and scale more quickly, help companies avoid violations and improve compliance, enable startups to more easily benefit from available government incentives, and raise awareness among startups of the protections offered by Egyptian law for intellectual property. This also contributes to strengthening Egypt’s entrepreneurship ecosystem through regulatory clarity and transparency.
In a related context, the Ministerial Group for Entrepreneurship aims to launch an observatory to monitor the implementation of entrepreneurship policies. The observatory will serve as a specialized entity responsible for collecting and analyzing data related to the implementation of policies supporting growth and investment, as well as challenges facing startups, and for issuing periodic reports to support decision-making. The observatory will include a Council of Sages composed of representatives from the entrepreneurship community to monitor implementation, assess progress achieved, and submit recommendations to the Ministerial Group for Entrepreneurship.
The Entrepreneurship Policy Observatory will focus on collecting and analyzing data related to startup growth, investment volumes, and existing challenges, in addition to building a unified database to support evidence-based strategic decision-making. It will also develop and track clear performance indicators to measure progress in implementing the Charter and achieving its national objectives across the entrepreneurship ecosystem.
According to Egypt’s Startup Charter, the observatory’s pillars and objectives also include the preparation and publication of periodic, transparent reports featuring in-depth analyses and policy recommendations to support decision-makers and relevant stakeholders; strengthening governance and monitoring systems by providing technical analyses to the Council of Sages and tracking implementation challenges and complaints received through the Ministerial Group’s platform and the dedicated startup hotline; and overseeing the annual review and updating of the Charter based on approved data and surveys, with the publication of an annual report that reinforces the principles of transparency, accountability, and active participation.
