Ministry of Planning, Economic Development & International Cooperation Unveils the 2024/2025 Citizen Budget Plan for Cairo Governorate

Cairo Governorate Receives 21% of Public Investments Worth EGP 100 Billion to Implement 1,284 Projects

Ministry of Planning, Economic Development & International Cooperation has issued a report detailing the Citizen Budget Plan for the fiscal year 2024/2025 for Cairo Governorate




H.E. Dr. Rania A. Al-Mashat, Minister of Planning, Economic Development & International Cooperation, emphasized that Egypt’s updated Sustainable Development Agenda—Egypt Vision 2030—is based on the fundamental principle that “the citizen is at the heart of development.” She highlighted that the publication of detailed data on national development plans and programs in each governorate through the Citizen Plan is a key step in ensuring citizen participation in monitoring implementation and proposing priority projects. This approach enhances participatory planning mechanisms and supports the localization of the Sustainable Development Goals (SDGs).


H.E. Dr. Al-Mashat also stressed that Citizen Plans play an essential role in strengthening trust between the citizen and the state by promoting transparency and openness, involving citizens in the follow-up of project implementation, ensuring the right of access to official information, and clarifying the developmental impact of government investments. They also contribute to closing regional development gaps.


H.E. Minister Al-Mashat outlined the key features of the national economic and social development plan for FY 2024/2025, which includes total investments of EGP 1.987 trillion—of which 50.3% are public investments and 49.7% private sector investments. The plan allocates 14% of public investments to Upper Egypt, 75% to infrastructure and industrial development, 20% to human and social development, and 5% to local development programs. The plan targets an economic growth rate of 4.2%, an investment rate of 13%, and an unemployment rate of 7%.


Public Investments in Cairo Governorate


H.E. Dr. Al-Mashat pointed out that Cairo Governorate is allocated EGP 100.5 billion in public investments in the 2024/2025 plan, and the number of projects in the governorate reached 1284 development projects, representing 21% of the distributed public investments.


H.E. Dr. Al-Mashat outlined the sectoral distribution of the targeted public investments in Cairo Governorate: the transport sector received EGP 38.5 billion (38%), followed by the housing sector with EGP 16.5 billion (16.5%), pre-university education with EGP 10 billion, higher education with EGP 5.8 billion, health with EGP 4.5 billion, local development with EGP 3.4 billion, and other sectors with EGP 15.6 billion. 


The ministry’s report outlined the plan’s targets and key projects in various sectors. 



Transport Sector


The report began with the transport sector, which includes 22 projects. The plan aims to "develop safe and sustainable transportation systems" by allocating EGP 38.5 billion to improve transportation services. 


The report reviewed the key projects, including the completion of the electric train (Adly Mansour/10th of Ramadan/New Administrative Capital), the rehabilitation of the first line of the Cairo Metro, the completion of the New Administrative Capital monorail line, and the completion of the development of the second line trains (Cairo/Giza/Qalyubia).



Housing Sector


The report underscored that the plan aims to "provide decent housing" by allocating EGP 16.5 billion to develop housing services. The most important development targets of the 2024/2025 plan included directing approximately EGP 5 billion to drinking water and sanitation services. The report highlighted key projects, including the completion of the national housing program in Badr City and the completion of the national social housing program in the 15th of May City.




Pre-university and Higher Education


The report indicated that the plan aims to improve the education system by allocating EGP 10 billion to develop pre-university education services, including the construction and development of 1506 classrooms, and allocating EGP 5.8 billion to develop higher education services. 


The report addressed key projects, which included the completion of school rehabilitation, the construction and equipping of distinguished schools' classrooms, the completion of the Egyptian French University in Cairo, the completion of the children's surgery complex at the Children's Hospital, the completion of the finalizing equipments of Ain Shams Specialized Hospital, and the development and upgrading of the new Al-Qasr Al-Aini Teaching Hospital.



Health and Local Development Sectors


The report indicated that the plan aims to provide distinguished health services by allocating EGP 4.5 billion, as well as promoting spatial and local development by allocating EGP 3.4 billion to develop local development services.

The key projects in these two sectors, according to the report, included the completion of the development and finalizing equipments of the General Secretariat for Specialized Medical Centers, the replacement and renovation of Helwan General Hospital, the completion of the integrated medical city at Nasser Institute for Research and Treatment.

The local development projects include the completion of the urban development of the southern region (Asmarat 1, 2, 3), the completion of the urban development of the eastern region (Ahalina 1, 2 - Mahrousa 1, 2), the paving of damaged sections on the Autostrad in the southern region, the repaving of damaged sections on the Nile bridges in the northern, western, and southern regions with a length of 5500 meters, and the completion of the replacement and renovation of the Amiriya Bridge for cars in Al-Sawah.
