In 2020, the Ministry of International Cooperation secured $68 million in governance from cooperation with USAID, the World Bank, China, and Spain. Moreover, SDG 16: Peace, Justice, and Strong Institutions includes 32 projects making up for $240 million representing 0.9% of total official development assistance (ODA). The 2020 annual report by the Ministry of International Cooperation titled “International Partnerships for Sustainable Development” explained that the Government of Egypt has set a targeted approach to transparency and participation through constructive dialogue with all stakeholders, including civil society in the sphere of development cooperation. The purpose of a transparent dialogue with the various stakeholders is to ensure that all parties are included in the communication channel of the progress and the outcome. Through Economic Diplomacy’s key principles: Multi-Stakeholder Platforms, ODA SDG Mapping Framework, and Global Partnerships Narrative, the ministry is shifting mindsets and establishing transparent narratives that are playing a major role in mobilizing resources to support the 17 Sustainable Development Goals (SDGs). “Egypt is pushing towards inclusive and responsive development cooperation through our principles of Economic Diplomacy” says H.E. In 2020, Egypt scored the highest implementation of a national reporting platform for the Sustainable Development Goals (SDGs) by 50% in the region, as reported by the United Nations Economic and Social Commission for Western Asia (ESCWA). It is through open communication channels and constant dialogue that deepens the world’s understanding of current challenges. The Ministry of International Cooperation co-hosted the ‘Development Partners Group’ meeting in November 2020 with the United Nations and representatives from development partners. The DPG meeting aims to harness and harmonize the development efforts of all diverse actors involved in development – government, development partners, private sector, and civil society, and pave the road to effective and transparent cooperation. Transparency in development projects through the “External Debt Management Committee” helps to create an environment in which information on the objectives, frameworks, rationale and accountability is provided to all stakeholders in a comprehensible, accessible and timely manner. The External Debt Management Committee, established by the Prime Minister, manages external borrowing in coordination with the Ministries of International Cooperation, Finance, Planning and Economic Development and the Central Bank of Egypt. Through clear communication and transparency in national goals, all stakeholders are made aware of the allocation of financing. The Ministry of International Cooperation Narrative Task Force, including development partners as members, creates a shared vision and language for cooperation. Digital and social media platforms also pose an opportunity for effective and purposeful development communication; as they provide the means to document and propagate the physical results of development projects across the country. The current rising generations rely on social media and powerful two-way communication so governments can listen, inform and engage with people. This year, the Ministry of International Cooperation secured development financing agreements worth $9.8 billion during the year; $6.7 billion for financing sovereign projects, and $3.1 billion in support of the private sector.
