Following the successful trial at Al-Zohour Club as the first sports club to apply the system… Minister of Planning, Economic Development, and International Cooperation receives the Minister of Youth and Sports and the President of the Administrative Prosecution Authority to discuss expanding the scope of the electronic voting experience in elections

H.E. Dr. Rania Al-Mashat, Minister of Planning, Economic Development, and International Cooperation, received H.E. Dr. Ashraf Sobhy, Minister of Youth and Sports, and Counselor Mohamed Khalil El-Shenawy, President of the Administrative Prosecution Authority, to review developments in the application of the electronic voting system in elections. The system was first implemented within the Administrative Prosecution Authority and later expanded to youth centers and clubs affiliated with the Ministry of Youth and Sports, with Al-Zohour Sporting Club becoming the first sports club in Egypt to apply the system.


At the outset of the meeting, Dr. Rania Al-Mashat affirmed the extended cooperation among state entities, describing it as a practical model of harmony and integration across state institutions to achieve comprehensive and sustainable development and improve citizens’ quality of life. She noted that the electronic voting system, implemented in cooperation with the Administrative Prosecution Authority and the Ministry of Youth and Sports, comes within the framework of a cooperation protocol signed in 2022 between the Ministry of Planning, Economic Development, and International Cooperation and the Administrative Prosecution Authority, in the presence of H.E. Dr. Mostafa Madbouly, Prime Minister. The protocol covers technical support and information system development, including the creation of a comprehensive information infrastructure program using the latest technologies and an executive plan for developing the electoral process.


Dr. Al-Mashat emphasized that introducing electronic voting reflects the state’s commitment to strengthening transparency and governance, while adopting the latest international practices in modern administration. This contributes to consolidating effective participation and data-driven decision-making. She noted that electronic voting aligns with the state’s goals of advancing digital transformation and building more efficient and effective institutions, stressing the Ministry’s keenness to leverage digital tools to improve efficiency and facilitate services.


She added that the electronic voting program aims to upgrade the information infrastructure and services provided by the Administrative Prosecution Authority, in order to introduce tools and techniques that keep pace with rapid technological change and to build an integrated information society. This, she explained, helps simplify government service delivery for both individuals and institutions while minimizing human intervention in the voting process. Launching the program at the Administrative Prosecution Authority, and then piloting it for the first time at an entity affiliated with the Ministry of Youth and Sports, creates opportunities to expand the system across more institutions, thereby reinforcing transparency and increasing the efficiency and effectiveness of electoral processes.


For his part, H.E. Dr. Ashraf Sobhy, Minister of Youth and Sports, affirmed that the digital transformation file in the sports sector enjoys the full support and guidance of the political leadership. He noted that implementing electronic voting in sports club elections is an important step toward promoting integrity, transparency, and convenience for members, in line with the state’s strategy for digital transformation and improving citizen services.


Meanwhile, Counselor Mohamed El-Shenawy, President of the Administrative Prosecution Authority, expressed his appreciation to Dr. Rania Al-Mashat for the Ministry’s continuous support under her leadership, which he described as the main pillar behind the success and continuity of the system. He also thanked Dr. Ashraf Sobhy for his initiative to extend the system to elections within the entities and institutions affiliated with the Ministry, reflecting his belief in the importance of enhancing democratic participation among youth and athletes.


It is worth noting that the Administrative Prosecution Authority launched both the electronic voting program and the complaints and performance measurement program earlier this year, in the presence of the Minister of Planning, Economic Development, and International Cooperation, Justice Minister Adnan Fangary, and Minister of Youth and Sports Dr. Ashraf Sobhy.


The Administrative Prosecution Authority developed the automated voting program, which has been registered as a protected work with the Intellectual Property Rights Office at the Information Technology Industry Development Agency (ITIDA). Through this system, the Authority has supervised numerous electoral processes using automated electronic voting, in a pioneering experience that reflects the state’s digital transformation strategy and its commitment to improving citizen services in line with the objectives of sustainable development and Egypt Vision 2030.
