Development Program Objectives:

The project development objective for the Strengthening Social Safety Net Project is to support the government to establish an efficient and effective Takaful and Karama cash transfer program. The Takaful and Karama program is being developed as a national targeted social safety net (SSN) program aimed at protecting the poor through income support. The project is comprised of three components.

Component 1, provision of conditional and unconditional cash transfers, will finance payments to eligible beneficiaries under the Takaful and Karama cash transfer (CT) program. This component will use a results-based approach, with eligible expenditures comprising CTs under the Takaful and Karama program.

Component 2, support SSN targeting and operational systems, will use a traditional investment financing approach, with disbursements against eligible expenditures for specific activities set out in the procurement plan (PP). It will support technical assistance (TA) and investments that will support achievement of the results under Component 1.

Component 3, project management and monitoring and evaluation, will support project management and ensure that the project is successfully and efficiently implemented in conformity with the financing agreement, and the project appraisal document. The component will finance 

(a) salaries of the project implementation unit (PIU) staff (non-civil servants);

(b) equipment and operating costs for the PIU;

(c) regular internal audits and annual external audits; and (d) undertaking of evaluations

Development Impact:

The project contributes to raising the living standard of the citizens most in need, which in turns will reflect on the development's social and economic sides.
