The European Cooperation Sector

To propose policies, fields and priorities of economic and technical cooperation with European countries, their authorities and financial institutions within the framework of the state’s general policy. It comprises of the following:

  • Two central departments (Central Department for Cooperation with Eastern European Countries and the Central Department for Cooperation with Western European Countries, the European Union and European Financial Organizations.
  • Five general departments (the General Department of Cooperation with North East Europe, the General Department of Cooperation with South East Europe, the General Department of Withdrawal and Settlement, the General Department of Cooperation with West Europe and Compensations, the General Department of Cooperation with the European Union and European Financial Organizations).
  • Two secondary departments affiliated to the General Department of Cooperation with North East Europe (Department of Cooperation with Central Eastern European Countries and the Department of Cooperation with Caucasus and Slovakia).
  • Three secondary departments affiliated to the General Department of Cooperation with Western Europe and Compensations (Department of Cooperation with North and Central Western European Countries and the Department of Cooperation with South and Central Western European Countries and the Department of Compensation Agreements).
  • Two secondary departments affiliated to the General Department of Cooperation with the European Union and European Financial Organizations (Department of the European Investment Bank and Nordic Investment Bank and the Department of the European Committee), besides the secondary secretariat department.
  • Mandates of the Central Department for Cooperation with Eastern European Countries:
  • To propose economic and technical cooperation policies, fields and priorities with Eastern European Countries and their financial bodies and institutions within the framework of the State’s general policy and to monitor the implementation of decisions made in this regard.
  • To prepare and sign agreements and protocols in the fields of technical, scientific and economic cooperation.
  • To prepare and implement necessary procedures for holding joint committee meetings of economic, scientific and technical cooperation with Eastern European Countries (on the level of ministers – deputy ministers) and to discuss the means of enhancing economic, scientific and technical cooperation relations with these countries in collaboration with the State’s public sector and private sector (businessmen) representatives.
  • To follow up the fulfillment of all constitutional procedures required for the ratification of the agreements executed with Eastern European countries and to participate in and attend specialized committees during the discussion of these agreements.
  • To follow up and implement protocols executed with Eastern European countries and to prepare joint statements on the committee results to be submitted to the competent authority.
  • To collaborate with lending agencies in Eastern European countries and Egyptian beneficiary or implementing agencies in order to monitor project implementation, assess performance during the implementation period and post-completion, and to prepare reports to be provided to the competent authorities, including problems, internal and external obstacles that hindered implementation with suggested solutions to overcome these obstacles.
  • To insert data on the agreements into MOIC’s database according to the regulatory instructions.
