General Secretariat of the Egyptian European Association Agreement

The Egyptian-EU Association Secretariat is responsible for coordinating relations in the development cooperation field and for running development projects and programs financed by the EU under framework of the Association Agreement and the Neighborhood Action Plan. The Secretary- General chairs the Egyptian side in the committee of transportation, energy and environment and the committee of education, scientific research, telecommunications and audio and visual facilities held annually to follow up on these important fields and oversee relations with the EU.

Support to the Association Agreement Programme

Several economic development projects and programs in various fields are implemented under the Egypt-EU Association Agreement, the most important of which is SAAP, which enhances Egyptian governmental institutions through developing their rules, systems, legislations and human resources, besides rendering them similar to the best international and European legislations and systems. In the provision of its services to the government, SAAP adopts several support mechanisms namely, institutional twinning, technical support, information exchange, governance support and administration improvement.

ODA Monitoring and Evaluation Unit and ODA Policy and Strategic Planning Unit

Two units are established within the Minister’s office of the Ministry of International Cooperation, in order to improve the efficiency and effectiveness of the Official Development Assistance to Egypt from development partners, and international financial organizations and bodies.
 
ODA Policy and Strategic Planning Unit:
 
The ODA Policy and Strategic Planning Unit shall contribute significantly to Egypt’s ODA policy development process and to the related ODA guidelines and strategic plans. The Unit shall use Results-Based Management Methodology and International Best Practices, in accordance with the international principles of aid effectiveness. 
 
The unit is to provide advice and full support to the Minister of international Cooperation in the following ODA functions:
 
1. Policy development and strategic planning and technical matters related to ODA, in particular for what concerns:
a. Policy development and analysis, frameworks and methods related to ODA at all levels (including Overall, Sectoral, Thematic, Regional, Development Partners and types of cooperation levels)
b. Strategic planning at all levels (as referred to in the previous section)
c. Promoting multi-level integrated planning within the Ministry of International Cooperation and integrated coordination with Development Partners.
d. Coordinating ODA Information Management, to ensure the availability and accuracy of the information at all levels within the Ministry of International Cooperation, and also with Development Partners.
 
2. Ensuring ODA policy development and strategic planning processes complement and are consistent with the national policy general framework (i.e., National Development Program; Foreign Policy; Economic Policies, etc.), and account for Development Partners’ policies and comparative advantages.
3. Optimization of ODA Policies and Strategic Planning, and contributions of the Sectors within the Ministry of International Cooperation, as well as affiliated programs/units and internal committees.
4. Optimization of ODA Policies and Strategic Planning, and contributions of all external stakeholders (i.e., Ministries, inter-institutional Committees, Egyptian Parliamentary Bodies, Civil Society, Private Sector and international Development Partners) in this concern.
5. Strengthening the delivery of ODA Policy and Strategic Planning functions by national partners, through in-country support initiatives (e.g., training on Policy and Strategic Planning framework, standards, procedures and methods).
6. Representing the Ministry of International Cooperation in national and international for a.
7. Providing full support to the Minister, in order to implement corporate planning functions to ensure the effective utilization of available resources in the Ministry of International Cooperation.
 
ODA Monitoring and Evaluation Unit:
 
The ODA Monitoring and Evaluation Unit shall contribute significantly to Egypt’s ODA monitoring and evaluation process on the national level. It shall apply Results-Based Management Methodology and International Best Practices, in accordance with the international principles of aid effectiveness. 
 
The unit shall provide advice and full support to the Minister of international Cooperation in the following ODA functions:
 
1. Facilitating and coordinating ODA monitoring and evaluation management  and technical processes among Development Partners on the external and internal levels, in particular for what concerns:
a. Monitoring and Evaluation policies and plans at all levels (including Overall, Sectoral, Thematic, Regional, Project, Development Partner, and various Types of ODA cooperation levels).
b. All types of evaluation methods (including Performance Assessment, Appraisals / Ex-Ante, Mid-Term, Ongoing, End-of-Phase, Ex-Post / Impact, etc.).
c. Contributing in preparing Monitoring and Evaluation general framework, standards, processes, and methods on the national level.
d. Promoting joint Monitoring and Evaluation activities with Development Partners.
2. Ensuring timely, credible and independent/ neutral evidence-based information on relevance, results and impacts of Egypt’s ODA policies, plans, programmes and projects.
3. Ensuring ODA Monitoring and Evaluation management and  technical processes –including site visits– are consistent with Aid Effectiveness principles and best practices, in order to:
             a.improve accountability, transparency and decision-making
             b. facilitate dissemination of Monitoring and Evaluation results, recommendations, lessons learnt and related information/data.
4. Optimization of Monitoring and Evaluation processes and contributions of the Sectors within the Ministry of International Cooperation, as well as affiliated Programmes/Units and internal Monitoring and Evaluation Committees.
5. Optimization of Monitoring and Evaluation processes and contributions of all external stakeholders (i.e., Ministries, inter-institutional Committees, Egyptian Parliamentary Bodies, Civil Society, Private Sector, and international Development Partners).
6. Strengthening the capacities of national partners related to ODA Monitoring and Evaluation, through in-country support initiatives (including training on standards, procedures and methods).
7. Identifying an explicit and clear framework for what is assigned to Monitoring and Evaluation activities in all official documents related to policies, plans, programmes, agreements, and protocols, to ensure joint Monitoring and Evaluation management processes with Development Partners.
